How could voters be notified of blank ballots when it is impossible to reconnect ballots to the voters due to no names or dates on the ballots? No records of adjudication - whos ballots adjudicated?, what was adjudicated?, how many adjudicated, who adjudicated them?, were the voters notified and present during adjudication? ES&S and Dominion machines provide in their software; adjudication during tabulation. Adjudicated ballots are entered last, enough to make sure the democrat "wins".
This is easy to demonstrate in court and win if you can get in court with it. Fraud isn't. These machines reject ballots for adjudication for umpteen reasons.
